Transportation “Half-Cent” Sales Tax Road Improvement
Project Completed
Completion of First RoadWise Construction
Project Leads to Additional Work, Disadvantaged Business
Enterprise Participation an Added Benefit.
Since
March of 2006, 15 local roads approved by Charleston County
Council for improvements have been completed. These initial
road projects, known as “Quickstart” projects, were funded
through the Transportation “Half-Cent” Sales Tax.
Council
first approved $1.5 million for the Quickstart local roads
improvement project, but roads were completed for $1.1
million, coming in under budget. With the savings, County
Council was able to add two new projects to the existing
contract.
The roads
added to the improvement list are:

Road near Edisto Island

Kirk
Avenue and West Broad, near Ladson
“The
Charleston County RoadWise program is wisely utilizing the
half-cent sales tax funds, therefore providing opportunities
for greater use of these dollars,” said Jim Armstrong,
Program Manager for Charleston County RoadWise. “We are
carefully managing any funds that become available through
leveraging and other means, which enable us to give
Charleston County residents the results they have come to
expect.”
The 15
roads that have already been completed as part of the
Quickstart Road Improvement Project are:

The road
work for these 15 projects has been complete with the
exception of a few minor improvements.
These and
similar projects are being managed by Charleston County
RoadWise. “RoadWise” is the name of the program management
team created to manage and implement transportation
improvements funded by the Transportation “Half-Cent” Sales
Tax.
A major
component of the Charleston County RoadWise program is to
involve qualified Disadvantaged Business Enterprises (DBEs).
Eighteen percent of the road improvement project work was
assigned to DBEs. The additional projects are expected to
increase the percentage of DBE participation to 20%.
Charleston
County’s Transportation Sales Tax was approved by voters in
November of 2004. Collection of the tax began in May of 2005
and will continue for 25 years or until $1.303 billion is
generated for transportation and greenspace related projects
and improvements.
