Designs Presented for Harbor View Road Improvements Funded by Transportation “Half-Cent” Sales Tax

Community input leads to Harbor View Road Improvements Design Presentation Thursday, Sept. 28 at Harbor View Elementary School, 7-9 p.m.

Design firm staff from the Harbor View Road improvements project will present design alternatives to residents at a public meeting on Thursday, Sept. 28 from 7-9 p.m. at Harbor View Elementary School, 1576 Harbor View Road on James Island.

At a public meeting held by Charleston County RoadWise on June 29, design staff heard and documented James Island residents’ ideas and opinions about Harbor View Road improvements such as multi-use sidewalks, bike lanes, landscaping and turning lanes. Incorporating the comments gathered at the meeting, the project’s design firm has developed various plans that will be presented at the Sept. 28 meeting.

Charleston County RoadWise, the managing team responsible for the implementation of projects under the Transportation “Half-Cent” Sales Tax, is holding the public meeting to maximize citizen involvement in the pre-construction phase of the Harbor View Road improvement project. The Harbor View Road improvements will be funded by the Transportation “Half-Cent” Sales Tax, which was approved by Charleston County voters in a 2004 referendum.

During the Sept. 28 meeting, residents will be asked to review alternative drawings, which are based on the input that was gathered from residents on what they see as needed and desired improvements.

A third meeting will be held to present the preferred drawings from the Sept. 28 meeting. Design firm recommendations are included throughout the development process.

The citizen participation process, which includes meetings and a variety of other ways to gather ideas from the public, is an important part of the pre-construction phase of Transportation “Half-Cent” Sales Tax improvement projects, such as Harbor View Road. Following the design phase, the process moves into the next phase where a right-of-way purchase plan is developed and implemented. Next, Charleston County government staff will complete the right-of-way acquisition phase followed by the final stage, which is the actual construction of the desired roadway improvements.

In addition to the citizen meeting on the Harbor View Road design phase, a design phase meeting is also being planned for Highway 17/61 Connector Improvements, which will also be funded by the Transportation “Half-Cent” Sales Tax. The Highway 17/61 Connector Improvements public meeting will also be announced in advance.

Public meetings to gather input for the design phase will also be held on the following large road improvement projects that will be funded by the Transportation “Half-Cent” Sales Tax:

            - Palmetto Commerce Parkway-Phase II

            - Glenn McConnell Parkway/Bees Ferry Road Intersection

The meeting dates for these projects have not yet been set, but will be announced in advance.
