Initial Bond Project: Proposed overpass and loop ramp from James
Island Connector onto Folly Road to improve traffic flow
Charleston
County RoadWise is holding a public meeting to gather input on
plans to improve the flow of traffic on James Island. The
proposed project will be funded by the Transportation
“Half-Cent” Sales Tax.
The public
meeting will focus on a proposed overpass and loop ramp from the
James Island Connector (S.C. Highway 30) to Folly Road.
The meeting
will be held on Thursday, Sept. 6, from 7 - 9 p.m. at the Harbor
View Elementary School cafeteria (1576 Harbor View Road,
Charleston, SC 29412).
The purpose of
the meeting is for project staff to provide information and
receive public comments on:

Constructing an overpass and loop ramp to facilitate
James Island Connector traffic coming from downtown Charleston
onto Folly Road southbound heading toward Folly Beach.
Currently, there is a stoplight at this intersection where
traffic turning left onto Folly Road backs up, and the overpass
and loop onto FollyRoad would help by allowing a continuous flow
of traffic.

The existing traffic signal at the end of the James
Island Connector and Folly Road intersection would
remain, but would be reconfigured for moving traffic to
northbound Folly Road (the direction going away from
Folly Beach).
Those
attending the meeting will have an opportunity to make comments
and ask questions about the proposed improvements.
The public is
encouraged to participate in the various informational meetings
held by the Charleston County RoadWise Program.
Charleston
County RoadWise is the name of Charleston County Government’s
management program for the construction of roads, highways,
resurfacing, paving and drainage projects that are funded by the
Transportation Sales Tax.
BACKGROUND:
The primary purpose of the proposed
project is to improve traffic flow and safety at the
intersection of the James Island Connector and Folly Road. The
James Island Connector currently terminates at an intersection
with Folly Road on James Island. This at-grade intersection
could be modified by constructing an overpass that would carry
traffic from the Connector over Folly Road and develop into
a loop ramp connecting to Folly Road. This would help facilitate
the traffic movement between the westbound James Island
Connector (coming from downtown) to southbound Folly Road
(heading toward Folly Beach). The proposed loop ramp would be
located on the west side of Folly Road, and the majority of the
work would be conducted on existing right-of-way property. Once
completed, this stand-alone project could be added onto later by
any future construction connecting the Mark Clark Extension
(I-526) to the James Island Connector.
