Three Transportation “Half-Cent” Sales Tax Projects Approved

Three road projects approved: Folly Road/Maybank Highway, U.S. 17/Highway 61, and Harbor View Road

 

Charleston County Council approved the final designs for three major Transportation “Half-Cent” Sales Tax initial bond projects last Tuesday, Oct. 2:

  • Folly Road/Maybank Highway intersection on James Island

  • U.S. 17/S.C. Highway 61connector in West Ashley

  • Harbor View Road between North Shore Drive and Fort Johnson Road on James Island

 

Before the project designs even got to County Council for a vote, they had gone through numerous public hearings and various design options. Charleston County RoadWise, the managing group for building roads and highways under the Transportation Sales Tax program, took all options into consideration and presented their best alternative to County Council.

 

The following is a description of the project designs as approved by County Council, including any modifications made during their Oct. 2 meeting:

 

Folly Road/Maybank Highway intersection on James Island

·         Traffic signal installed at Old Folly Road and Maybank Highway

·         Traffic signal installed at Old Folly Road and Folly Road

·         Raised medians with landscaping and trees at Maybank Highway and Folly Road within the project limits

·         New sidewalks along Old Folly Road, Maybank Highway and Folly Road

·         Landscaping

 

U.S. 17/S.C Highway 61 connector in West Ashley

·         Construct a new, dedicated left turn lane from Folly Road northbound to Windermere Boulevard

·         Restrict left turns from U.S. 17 onto Wesley Drive

·         Construct a new access road to connect U.S. 17 with S.C. Highway 61

 

Harbor View Road on James Island

·         The improvements include resurfacing, landscaping and widening along Harbor View Road from North Shore Drive to Fort Johnson Road.

·         Widen Harbor View Road between North Shore Drive and Mikell Drive to provide a center turn lane

·         Convert North Shore Drive to right-in, right-out-only turns. This change will not occur until the project is in its last quarter of completion.

·         Add dedicated right-turn lanes at North Shore Drive, Quail Drive, and Mikell Drive

·         Add a multi-use path and a sidewalk to Harbor View Road in the project area

 

“The next step before actual construction of these projects is right-of-way acquisition, which is currently taking place,” said Dan Moses, Charleston County RoadWise Pre-Construction Manager. “Public meetings, where we gathered input, suggestions and comments, have been an important part of the process and this successful outcome for all three projects.”

 

Along with the Transportation Sales Tax, Charleston County voters approved initial bond projects in November 2004:

 

  • Palmetto Commerce Parkway

  • James Island Improvements

-          Harbor View Road

-          Folly Road/Maybank Highway intersection improvements

-          Loop ramp from James Island Connector to Folly Road

  • Glenn McConnell/Bees Ferry intersection

  • U.S. 17/ S.C. Highway 61 connector

  • US 17/Johnnie Dodds Boulevard

           

Collection of the Transportation Sales Tax began in May of 2005 and will continue for 25 years or until $1.303 billion is generated for transportation and greenspace related projects and improvements.

 

Charleston County RoadWise is Charleston County Government’s management program for the construction of roads, highways, resurfacing, paving and drainage projects that are being funded by the Transportation Sales Tax.
